House elves need not stay with the house.  For example, Harry sends 
Kreacher to go work in Hogarts, in the kitchens.  

In a system of slavery, slaves are considered the property of the 
owner.  If that applies to the WW, then as a slave Kreacher was 
Sirius' personal property.  Sirius had a Will in which he left all his 
property to Harry.
