I believe that just like with intelligence every person has a
different level of magical ability. Yes, Hermione is incredibly book
smart and she knows a lot but she wouldn't be able to perform any of
the spells as quickly as she could if she did not have a high magical
ability level. I just think squibs are wizards and witches who have
either no or very little magical ability, certainly not enough to be
able to succeed at Hogwarts.
