Eddie:
I think your reasoning make sense.  Hermione may be a problematic
example, however.  She is older than most people in her class.  (See
http://www.jkrowling.co.uk/textonly/en/faq_view.cfm?id=90) So maybe
her magical ability is extra pronounced because (in part) of her age.
 Of course, she also works much harder on her studies than anybody.
