Because it means he did not do Draco any special favors. He showed 
up, saw some hexing had occured and decided having the victims go off 
to the hospital wing was the way to handle it. (Note Hermione does 
not get into any trouble for failing to show up in class. I believe 
this means Snape always intended for her to go get medical attention, 
just as Goyle did.)

He may have baited Harry, sure. But that's not a favor to Draco; it 
is something he does, presumably, for his own reasons.
