Hardcover books do cost more than paperbacks, but only slightly more if the same quality
paper is used. Generally though most hardcovers use a more expensive paper than
paperbacks and that does increase the cost, but not incredibly so. And the difference in
manufacturing cost is nowhere near as much as the difference in price.
That difference comes about because of deliberate marketing decisions.
