I'd say it's possible, even probable that Pettigrew was at GH when the
Potters were murdered. However, I can't see him rushing with a report
to the Ministry. For one thing as a member of OOP he would have to
come to Dunbledore first. Between Dumbledore and the Ministry a
prudent wizard would rather annoy the latter. And Pettigrew was
nothing if not prudent. (And *if* he reported to Dumbledore first, any
version he gave to the Ministry would have been edited by Dumbledore.)
More importantly, I just not see how Pettigrew could possibly explain
to either of them his presence at GH at the time without disclosing
his role as a secret keeper. And he would have to explain how it came
about that he lived to tell the tale. He could hardly disclose his
animagus ability. All in all, the best course of action for him was
exactly the one he took laid low and when it didn't work faked his
own death.
