In fact, Scabbers would no doubt have heard Ron talking (to his family in
the summer holidays if not also at school) about LV's efforts to come back
using Quirrell, and how Harry had defeated him again. I am sure he would
never have dared raise a finger against this very powerful young wizard,
even if he didn't know how he was managing to defeat LV each time...
I agree that Sirius was motivated by revenge, but can't blame him too much
for this. Due to his (wrongful) imprisonment, he never matured from the
reckless and unthinking young wizard he used to be, and of course he had had
long years in misery, dwelling on what Peter had done. Ironic, though, that
yes he set in motion the series of events leading to LV's rebirth.
