we have Barty Sr. talking to "Weatherby" when the Imperius Curse is
wearing off saying that he and his wife plan to celebrate his son's
twelve OWLs by having dinner with the Fudges. That sounds to me like
the memory of a real event and not at all the attitude of a father
who didn't love his son.
As for Sirius Black's speculation that Barty Sr. didn't spend enough
time with his son and paid the penalty, that's pure speculation from
a witness who has reason to view Barty Sr. less than charitably.

Sorry for snipping the post so heavily, it's just I wanted to talk
about the father, not the son. Barty Sr. plans to celebrate his
son's exam results with the prominent wizarding family, the one of
future Minister for Magic. He might as well want to use his son's
academic achievements as a ground to show off, to win some political
points and to please his vanily. It's a bit like having a label "my
son goes to Harvard" on a bamper. Also a way to improve one's image -
"I brought up such a clever student". Note, that Crouch Sr. doesn't
mention that the hero of the occasion would actually take part in
this event. He doesn't celebrate by spending time with his boy.

I tend to agree with justcarol67, sometimes people dont show pride
or disapointment well. Barty Sr. made a big mistake sending his son
to Azkaban and spent the rest of his life trying to make up for it
by juggling to keeping his son alive and well (at least away from the dementors) and keeping him from hurting others.
Personally I doubt the Barty Jr had anything to the Longbottoms but
I dont doubt he was already heavily involved with the DE's
