Well, I have a theory on this, a dustly old theory that
has been posted here several times before so it's nothing
new to the regulars.
I have always suspected that the reason Harry gets a
present from the Dursleys is because, near the holidays,
Hedwig shows up and pesters them until the put something
in a envelope and send it off just to get Hedwig out of
their hair.
Remember when Hermione was in France for the Summer, and
Hedwig showed up just before Harry's birthday? Hermione
said she thought (paraphrased) that Hedwig wanted to make
sure Harry got something for his birthday. As it was it
was perfect since Hermione indeed did have a present for
Harry.
So, that's my dusty theory, every year Hedwig shows up
and annoyes the Dursleys until the give her an envelope
just to get rid of her. I believe one year they actually
sent Harry a toothpick.
Just a thought.
