This is what I think. Dumbledore seems entirely too modest to name an 
organization after himself. But we already know that those who are 
loyal to him have no hesitation to do so (i.e. "Dumbledore's Army"). 

I don't have any problem imagining that the membership decided to name 
themselves the Order of the Phoenix in honor of DD, and that DD was 
suitably touched by the gesture.
