Magical Abilities Revealed

I seem to remember that between HBP and OotP Rowling had said in an
interview that someone of apparently no magical ability was going to
be revealed at the end of the series. There was speculations that it
could be Petunia or Dudley Durlsey or Filch. However, who was the
person that was revealed? Was the person Dumbledore's sister? If that
is the case I have to say that I am a little disappointed because we
did not even know about her until DH.
