Bill wasn't in charge of the dragons. That was Charlie. Bill (who had
already graduated and was working for Gringotts) came with Molly to
watch Harry during the last challenge when the champions' families
were invited. He met Fleur there and got to know her later when she
got a job at the Ministry to "improve her English."
