Maybe nothing happens :-). In GoF Arthur Weasley mentioned that a 
couple of people were heavily fined for Apparating without a license, 
but I think the Ministry only found out about them Apparating because 
they splinched themselves. Besides, even if the Ministry wanted to fine 
Harry and Ron, they'd have to find them first :-).
