When the First Gulf War ended, went launched our flares in celebration to the end of the conflict, but we never lose sight of our comrades who died also. A celebration will last for a few hours, but the losses from a conflict will last for a long long time and I'm sure J.K.Rowlings characters reflect this attitude.
