Actually, it means the perp couldn't (or didn't try to) think of anything  
else that COULD be done.  A Shield Charm?  Step behind a physical  barrier?  
Conjure a mirror?  Expelliarmus?  Stupefy?   Petrificus?  
 
Harry had alternatives - he made the worst possible choice.  ("Yo,  C.O. - he 
threw a spitball at me, so I shanked him!  It was  self-defense!")
