Carodave replies:
I think Kreacher is the proof that no other Blacks are still alive in 
OoTP.  I just don't think that Kreacher would have obeyed Sirius if 
any other member of Sirius' immediate family was still alive to serve 
as his master. Also, there's no reason why Regulus and Orion could not 
have stayed on in 12 Grimmauld Place if still alive, since DEs do not 
know about the house, and Orion has placed numerous spells,etc. to 
keep it hidden. >
