I wondered about this, too, since the Weasleys disapparate from their
homes, and Kreacher apparently disapparated out of 12GP.   

But the problem of someone disapparating when the DEs are coming must
be a universal problem for the DEs.  I would expect that the process
for attacking ANY WW household would be to place an anti-disapparation
jinx over the house before beginning the attack.

P.S.  Can you imagine the disapparating that would happen when people
are in public?  Someone calls "Hey!" meaning to greet an old friend,
and ten people in the area vanish.
