I'm not sure about the Dark Mark, but I thought Fenrir Greyback's  
inability to enter Malfoy Manor was due to his low status because  
he's a werewolf. My impression was that there were several times it  
was emphasized that Fenrir wasn't a "true" Death Eater, or maybe I  
should say he wasn't a member of the "inner circle." He is tolerated  
because he's useful, but he is looked down upon by the purebloods.
