I think the point of the cloak isn't that Moody's Eye CAN see through it...
it's that Death can't. So, if anyone other than Death comes up with a
magical "whatchamacallit-thigger-ma-gigger" then they might see through the
cloak... unless you're Death... and then you can. Ever...

Makes sense to me.
