A good theory and one that is possible, but I think it
is more likely that Hagrid is just commenting on 
Voldemort's changed snake-like physical appearances.
Voldemort no longer looks human, so it is reasonable
for people to assume he has done something to reduce
his humanity.

It is also possible that Hagrid was commenting on
Voldemort general and excessive Evilness. The more
evil and less compassionate you become the less 
human you become. 

Still, I'm not discounting your idea completely. The
is certainly a reasonably suspicious statement from 
Hagrid.
