I did  double take on that, too.  It is possible 
that Regulus approached the Order when he decided 
to defect and we just haven't been told about it.

If not, then it must be a slip, either by Lupin who 
was spying on the Order for Voldemort or by "Lupin" 
who was spying on the Order for Voldemort.
