I think if Dumbledore had given the Dursleys money for Harry's
care they would have spent it on Dudley anyway. In Sorcerer's Stone
Harry is forced to eat cold soup and wear Dudley's hand me downs
while Dudley gets whatever he wants. I think Vernon made enough
money to support the family they made a deliberate choice to neglect
Harry.
