It's possible, yes. However, in this case it's difficult to explain
Travis's surprise at the news that Bella has a new wand: "A new wand?
... But how could you have done, which wandmaker did you use?" Maybe
there was another wandmaker when Harry was 11, but he later died :-)?

mind, not the fact that he was kidnapped - that's quite understandable
