Since wandless magic is almost unheard of in the WW, it follows that a
wandless wizard is an impotent wizard. Assuming your objective is the
removal of a threat -- say, the threat posed by Stan Shunpike -- then a
UC is no more effective than a well-placed Expelliarmus. Less, in fact.
Since there's no guarantee a Cruciated wizard will drop his wand, the
Cruciatus would be effective only so long as it is held; once the
Cruciating stops, the threat returns. Harry was on the run and had no
time to hold Stan in a Cruciatus.
Further, Harry had never successfully performed a UC. He was,
conversely, quite adept at Disarming. It would be foolish for him in a
crisis moment to abandon a spell he had used effectively on so many
occasions for one which he had never successfully cast, particularly
when there was no clear advantage for him to do so.
Lupin's logic makes no sense.
