All the potions were in cauldrons and they all were "bubbling", 
otherwise I would have thought Slughorn bought them in some kind of 
potions store :-).

It is unknown. Polyjuice potion takes a month to prepare, however, so 
Slughorn had enough time to brew it himself :-).
