Lupin established it in the previous chapter. He said he had to be 
careful to arrive at the top step. Before we had been told that you 
could look into the window and not see the person under the FC.

Although I don't know why the residents of the house couldn't 
Disaparate from inside the house and Apparate back into the house. DD 
told us in HBP that it was custom not to do so when going to another 
wizard's house.
