Harry didn't attack Carrow from under the Cloak, he took it off
(p.593). Of course, Carrow wasn't looking his way, so it doesn't make
real difference :-). However, before attacking, Harry said his "You
shouldn't have done that" line, and for someone with quicker reflexes
than Carrow (someone like Snape, for example :-)) this would have
given enough time to react and defend himself.
zanooda, who just wanted to point out that Harry attacked Carrow *not
entirely* without a warning ... :-)
