This is a possible interpretation, but it's not clearly stated. That this 
group of people fought Voldemort in the first war does not necessarily mean 
that it was founded then or for this purpose. As bboyminn wrote, the society 
could have pre-existed, having a different purpose.
It's even possible that Dumbledore founded it in his earlier years in order 
to take control over the Ministry without becoming MoM himself - something 
Voldemort managed to do in the 2nd war ;).
