And it well might have been, but my point was - we don't know.

Your quote that "It's the people who fought against You-Know-Who
last time" is not mutually exclusive with my idea.

It could have been formed 50 years before as friends getting
together for afternoon tea, and it could have still been
comprised of 'people who fought against You-Know-Who'.

Now, also remember, I'm not saying it was a social club. What
I am saying is that we don't know, nor do we have the 
information necessary to know. 

I suspect your conclusion if pretty fair. Likely it was formed
for the purpose we now see when you claim it was formed; 
somewhere around Voldemort's first appearance as a threat to
the wizard world. But, again, that doesn't preclude it existing
in some other form before that. 

Again, I'm not saying it did, I'm just saying we can't rule out
the possibility with any certainty. 

In short, we can speculate, but we just can't know unless JKR
clears up the back-story on the Order.
