Harry was born when it was warm and sunny.

Voldemort/Tom was born when it was dark and cold. 

Think this reflects the mood at the time. When Harry was born
it was a bright sunny occasion, only later did it turn dark.
But even when Harry's life turned dark, he still had a 
resilience that prevented the Dursley's from getting to him.
Inside, he remained sunny...sort of.

Tom was born under dark and depressing conditions, and that
never left his life ever.

So, I think the times that they were born reflect the nature
of their lived. Harry eventually finds friends, lovers, and
happiness, and sadly, Voldemort falls into an ever downward
spiral of loss until all is lost. A dark cold man born in a
dark cold world who lived a dark cold life.
