He Imperiused at least two people that we know of, Broderick Bode (OoP
chapter 26)  and Sturgis Podmore (OoP, don't remember the chapter).
Beyond that, we can only assume that he must have cast Unforgiveables
at some time or other in his career as a DE, and we know that the
Committee for the Disposal of Dangerous Creatures were afraid that he
would curse their families if they didn't do what he said. (Granted,
he probably knew a great many curses that weren't Unforgiveables. And
he probably found some uses for those poisons and Dark artifacts
before he sold some of them to Borgin, so I can't imagine him being
averse to using AK. I suspect he intended to AK Harry's friends and
would have killed Harry, too, unless Voldemort specifically forbade
it, had he succeeded in taking the Prophecy Orb.)
Voldemort in the graveyard says something about Lucius still being
willing to "take the lead in a spot of Muggle torture," which suggests
that he tortured Muggles during VW1. The Hover Charm and other spells,
including Levicorpus on the mother, were just "fun" in the DEs' eyes,
but "torture" suggests that he actually used the Cruciatus Curse on
Muggles before Godric's Hollow.  True, most of what I've said is
speculation, but the Imperius Curses in OoP are canon.

Carol, who can't remember which curses Lucius cast in the MoM battle
against the Order members, but most of those green flashes must have
been AKs and some of them could well have been his
