I'm suspicious. I think that JKR just thought of the name. After all, Ted 
is not an unusual name.

I well remember when we all got excited over Mark Evans in the first 
chapter of OOTP and there were thousands of words typed about how 
he could  be a long-lost cousin of Harry's on Lily's side of the family 
until JKR threw a bucket of cold water on the idea and it was just a 
name she'd picked on.
