Oh I doubt that Ted the newscaster and Ted Tonks are one and the same. I do 
 remember wondering about it for a while when OOTP first came out but then  
JKR  "Evansed" us. However (just to play with the idea for  a moment) it 
would make a bit a sense.  I'm sure that the Muggle  families of muggleborns 
and half bloods were worried about their family members  and Newscaster Ted 
could have been their link to the WW.
