As everyone else is saying, it means that you don't have your eleventh birthday every day. I don't know if you're studying British or American English but, if you're learning American English, you may be more familiar with, "Still, you *didn't turn* eleven every day." Because, of course, once he has his eleventh birthday he *will* be eleven every day until he turns twelve. Both phrases, the original and my slight alteration, refer to having his eleventh birthday.
