Keep in mind, Lord V. is not exactly presented as being the sanest 
person in Wizarding Britain by a very long shot.  It might have been 
because Narcissa was standing closest to Harry, or because he wanted 
to get a peek down the front of her robes (and hope to hell Bellatrix 
didn't catch him looking at her sister)
