I'm pretty sure time-turners can be used for short-term time travel only. Each turn of Hermione's time-turner sends you back one hour, right? I'm not good with numbers, but there are way too many hours in 50 years to use the time-turner the way you suggest. They would probably need to spend a whole year just turning the hourglass to send Harry 50 years back :-). 

And then, as far as we know, a time-turner can only send you back in time, but not forward, which means that even if Harry *could* go 50 years back (hypothetically, because he can't), he would be stuck in the past for those 50 years. That's not good  :-), and too confusing for my taste...
