I don't think Lavender is Muggle-born (they wouldn't have let her come to Hogwarts in her 7th year if she was), but she does seem to be brought up by Muggles. For example, she, together with Harry and Dean, was puzzled when the Grim was mentioned, while all the wizard kids knew what it was right away. I suppose Lavender is a half-blood, but for some reason she lived with her Muggle parent(mother) before Hogwarts, just like Dean.

I looked it up and Lavender is a pure blood witch, however I do have to disagree with what you said about muggle borns not being allowed to go to Hogwarts in their seventh year. I believe that muggle borns do finish at Hogwarts like everyone else. Harry's mum did and after the battle at Hogwarts Hermione went back to finish her 7th year.
