Bruce:
Personally, I feel Mundungus can be trusted as far as I can throw
the building I'm in with one hand.

I guess JKR was trying to demonstrate that just because you are
in the Order, and out fighting Dark Wizards, that does not mean
that you are a "good" person. Mundungus is probably in the Order
for a similar reason that Wormtail followed Moldy Voldy -- he was
afraid not to be. He thought that Dumbledore could protect him
because Voldy was afraid to attack Dumbledore directly for a long
time. Fear, however, does not make you reliable.
