I think it depends on how the magic, which was set up by the Marauders, works.
Presumably, the magical signature of an individual is sensed by the Map and
identified. In the case of Quirrell, his is the body while Voldemort is a parasite 
- in more ways than one! So I would assume that the Map reads only one 
personality, namely the "owner" of the body.

I think that, like the Sorting Hat and the Room of Requirement, the Map needed 
incredibly complex spells to work; something of a tribute to the skills of its 
makers.
