Bet it's got more to do with that damn veil than anything else.
Hallows when referring to a place generally means the environs of
a sanctified place - and the only spot (that we've seen so far) that 
meets that criterion is the Death Chamber.

And since either HP or Voldy is going through there -metaphorically
if not literally (or maybe both) seems like a good place for the showdown.
