I think the thestrals are important, but tend to agree

But this remark puzzles me - why are 6 invisible
horses more expensive than 6 broomsticks?  If they are
in fact invisible to the audience, then they are one
less piece to integrate in post-production.  I'd
assume that they would do the flying on blue screen,
regardless of the mode transportation, and fill in the
background later, regardless of mode of
transportation.  The real difference would seem to be
if they were on brooms on the bluescreen or on blue
horse shapes - leading to no difference in the effort
to put it together later.
In fact not needing to deal with the details of the
brooms might make it easier.  On the other hand, I've
never actually done any of this stuff, so there might
be additional factors I'm unaware of.  They could do
really cool stuff with CGI of course, but that
definitely _would_ up the cost.  Semi-invisible
creatures would be a big chunk of change, at a guess.

The argument that it will make it easier to tell the
story and that it will provide a way to cut info not
critical to the battle against evil carries a lot more
weight with me.
