I don't think we're supposed to take anything in the Quibbler (except
Harry's version of the graveyard events) seriously. The Stubby
Boardman connection rests on the feeble evidence of the same initials,
SB, which wouldn't work for Regulus.
One thing about Regulus as a candidate for R.A.B.: Dumbledore says
that only a great wizard could have found the chain and boat, etc.,
required to get to the island--and that's before he even knows what's
on the island. I don't think we've seen any evidence that Regulus, who
was only about nineteen when he died, was a great wizard. And yet,
he's the only one we know of who knew Voldemort personally and wanted
to quit the DEs. Dumbledore's cries when he drinks the poison
certainly could be those of a crucio'd Death Eater. So Regulus both
does and doesn't fit the pattern. (I'd like to think that he had the
help of a more powerful wizard, Severus Snape, but I think that's
grasping at straws.)
