Perhaps Lupin has learned to "control" his changing by reminding himself
that it's not a real moon. Harry's so young that he hasn't yet learned how
to make his mind believe that the boggart isn't a real dementor, whereas
Lupin's managed to train himself to know that it's not a real moon.

Or perhaps several conditions must be in place for Lupin to turn into
a werewolf -- i.e., it must be night, it must be a certain time of the
month, the correct phases of the moon must have had to precede the full
moon, etc. Does that make sense?
