Ollivander tells Harry that his wand has a brother in SS/PS, so he
must've known before that. Ollivander talks about different things he
uses to make the wands (especially when looking at Fleur's wand in GoF),
so my guess is that Ollivander actually made the wands who contain
Fawkes' tail feathers, and was present then the feathers were given.
Ollivander also knew that Riddle bought the first wand, and when Harry
bought his, Ollivander let Dumbledore know. Now...if you're wondering
how Ollivander knew that TR is the same as V, I'm not sure. I would
guess that he would know because of connection to the wands, and
Fawkes/Dumbledore. "Not very many people" does allow room for some
people to know. It's probably Privy information, and since Ollivander
was selling wands, Dumbledore let him know why it was so important that
he know the minute the second wand was sold.

I'm hoping that Rowling will eventually address Fawkes and his tail
fathers. Fawkes seems like a special Phoenix, given that Dumbledore is
an extremely unique individual. So I wonder what Fawkes' history is and
why did he only give 2 feathers? Fawkes is also quite fond of Harry and
I think it goes beyond Harry being totally loyal to Dumbledore.
