Why does Hermione have to be a prefect?

I guess it's innevitable, but I mean could you imagine what Hermione would say if she arrived at Kings Cross only to find that Lavender Brown had been chosen as Prefect as well. While we all know Hermione would never admit to wanting to be a prefect, we know she does...I can see her being very upset for once she isn't given a special honor. While it certaintly is more likely that she will be a prefect, I just think it would make a very interesting story line if she in fact would decide not to be one. I wonder who does choose these prefects, are the voted on by the teachers? Perhaps the head of house nominates students worthy and the rest of the teachers vote on them. If this is the case, certainly Snape wouldn't vote for Harry or Hermione (probably not Ron either) and we know that Trelawney isn't very likely to vote for Hermione and probably not Harry either. Hmmm this makes things a bit more interesting..but then again we don't know.
