I am not aware that it is stated that Snape is a Deputy Headmaster in 
any of the books, however, it seems to be so.  It seems that, at most 
problems, whenever McGonagall is around, Snape is too.  Was Minerva 
ever Head Girl?  I don't recall it ever being mentioned.  All in all, 
i believe that McGonagall is fair and unbiased regarding houses (ok - 
maybe a little...not as much as Snape) so Minerva would be a better 
choice.  Dumbledore is not stupid, therefore I do not believe he 
would choose Snape.  Also, I believe Snape's behavior towards Sirius 
might sway his opinion towards putting McGonagall in charge when he's 
gone (which, hopefully - is not soon...)
