Parallel between Hermione and Lily Potter?

As I wrote the previous message and posted it, this came to mind:

The apparent similarity in circumstances between Hermione (being of 
dual Muggle parentage) and Lily Potter (Petunia Dursley remembers in 
HPSS Ch. 4: "But for my mother and father, oh no, it was Lily This 
and Lily that, they were proud of having a witch in the family!")

This implies to me that Lily was in a similar situation as Hermione.

This implies that there is at least one class of Muggles that are 
aware of the existence of the Wizarding world...parents and families 
of folks like Hermione.  Perhaps a charm is placed upon them that 
does not allow them to speak of their knowledge outside of the 
family?  Could this charm somehow account for the Dursley's treatment 
of Harry? (His presence creates a "friction" against the charm?)

My apologies if this was discussed and hashed out 20,000 messages 
ago, but I am a relative newcomer to this group.  This seems to be 
the subject I'm getting interested in.
