The eldest Weasley children ages won't be resolved until J. K. Rowling 
gives us more clues or until she writes it in the books.

Personally, I think the age difference between Bill and Charlie is no 
more than two years. Charlie's last year at Hogwarts most 
probably coincides with Percy's first year at Hogwarts; hence the 
"seven years since Gryffindor won the Quidditch house cup" dilemna in 
the books. 

However, I don't believe it would be outlandish to think that 
Charlie's last year coincided with Percy's second year. According to 
Oliver Wood, Charlie was good enough to play for England if he "didn't 
go chasing dragons".  I think Charlie Weasley won the House Quidditch 
Cup in his 6th year. During his 7th year, I think he sat out in order 
to concentrate more on his dragon studies. Of course, until it's 
written in the canon, we can only speculate.
