It's at the end of CoS, when she and Harry are about to leave the 
Chamber of Secrets.

IMO, no matter how you map out the Weasleys' birth years, it's 
impossible to de-Flint this line.  One enters Hogwarts at 11 and is 
there for 7 years.  For Ginny to remember Bill's first year, i.e. for 
him to have been 11 when she was no younger than 3, she would have to 
be no more than eight years younger than he is.  That would mean he 
is seven years older than Ron, meaning he graduated immediately 
before Ron began.  That leaves no room for Charlie...unless Bill and 
Charlie are twins? <g>

Add it to the ever-growing pile of evidence that JKR, amazing writer, 
Classics student, genius plotter, witch in disguise, honorary 
Mugwump, can't do math to save her life.
