I offer a simple explanation: not all the characters in the book are 
right about everything, and like real people, they occasionally 
exaggerate. I think what Ginny meant is that she can't remember a time 
when she wasn't looking forward to Hogwarts. I don't think that the 
conversation in the Chamber of Secrets is a solid enough clue to figure 
out the Weasley ages or substantiate a claim that JKR can't do math...

...though I might agree with the assertion if you brought up the number 
of students at Hogwarts  <evil grin>
